Another memorial underneath Suicide Cliff, this one Japanese. Upon doing more reading I'm sad to report that during WWII the emperor of Japan ordered all the civilians on Saipan to commit suicide in order to achieve the same status after death as soldiers killed in combat. And thus 20,000 or so did so, some by jumping off these cliffs.
